Strategic housing and employment land availability assessment

A strategic housing land availability assessment (SHLAA) is a requirement of the National Planning Policy Framework (NPPF) and is seen as an important part of the evidence base for local plans.

The NPPF was adopted in March 2012 and requires local planning authorities to:

‘prepare a strategic housing land availability assessment to establish realistic assumptions about the availability, suitability and likely economic viability of land to meet the identified need for housing over the plan period.’

The NPPF and new Planning Practice Guidance released in August 2013 also requires LPAs to assess the ‘existing and future supply of land available for economic development’, with such reviews being ‘undertaken at the same time, or combined with, strategic housing land availability assessments’. As such, this document becomes the strategic housing and employment land availability assessment (SHELAA).

The purpose of the strategic housing and employment land availability assessment is to identify a list of possible housing and economic development sites and assess the overall potential of those sites.

This SHELAA covers development land across the borough outside the North York Moors National Park. It informs the delivery of the Local Plan 2011-2032 targets. The assessment provides evidence of the availability of land for housing or employment development in the plan area.

SHELAA 2021

The 2021 update has been completed and is available to view at the bottom of this page. The 2021 SHELAA sets out the Local Planning Authority's position with regard to housing and employment land as of April 2021 and makes projections in relation to the supply of housing and employment land for the period up to 2032.

It should be noted that the SHELAA is a technical document to identify potential sites for housing and employment and any inclusion of sites within the document does not necessarily mean that a site will make it into the Local Plan as a formal allocation nor does it imply or guarantee that planning permission would be granted should an application be submitted for consideration.
