Background information
Under the Equality Act 2010, Local Authorities have a duty to have regard to three aims
- eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited by the Act
- advance equality of opportunity between people who share a protected characteristic and those who do not
- foster good relations between people who share a protected characteristic and those who do not
There are nine protected characteristics which employees might have:

Scarborough Borough Council is the Licensing Authority under the Licensing Act 2003. The Licensing Authority is responsible for the licensing of Premises Licences, Club Premises Certificates, Temporary Event Notices and Personal Licences in the Borough of Scarborough in respect of the sale and/or supply of alcohol, the provisions of (and provision of facilities for) regulated entertainment and the provision of late night refreshment. The Licensing Act 2003 requires a Licensing Authority to prepare and publish a statement of its Licensing Policy before the Authority can carry out any licensing or regulatory functions made under the terms of the Licensing Act 2003. This Policy must be kept under review and the Licensing Authority may make any revisions to it as it considers appropriate. The overriding aim of the Policy is to promote the four licensing objectives, each is of equal importance:

Part 3: Assessing needs and impacts
