Draft revised statement of community involvement for planning

We have prepared a draft revised statement of community involvement (SCI) to explain how we, as the Local Planning Authority for the area of Craven that falls outside the Yorkshire Dales National Park (the plan area), will engage individuals, communities, businesses, organisations and stakeholders in the planning process - both spatial planning (planning policy) and development management (planning applications).
The requirement to prepare an SCI is set out in the Planning and Compulsory Purchase Act 2004. In order to comply with updated legislative requirements there is now a need for our existing SCI (adopted in 2018) to be revised and updated. Once the revised SCI is adopted, we will follow the procedures for consultation and engagement set out in the document.

This draft Supplementary Planning Document (SPD), in accordance with the glossary of the National Planning Policy Framework (NPPF), adds further detail to the policies of the development plan, specifically the Craven local plan. The commitment to provide this SPD is set out in our local development scheme. The SPD assists applicants in preparing and submitting policy compliant planning applications in respect of the principles of good design.

Draft affordable housing supplementary planning document - second public consultation

End date: Monday 29 March 2021
We are running a six week public consultation on a second draft affordable housing supplementary planning document (SPD), which follows a similar consultation on a first draft SPD in September and October last year. Representations submitted during the first consultation have been taken into account and, where appropriate, the draft SPD has been changed.
We are now required to publish the following documents for consultation.

- consultation statement (pdf / 841 KB) - summarises the main issues arising from representations received during the first consultation and explains how we have assessed them
- strategic environmental assessment (SEA) screening report (pdf / 791 KB)
- habitat regulations assessment (HRA) screening report (pdf / 746 KB)
Representations submitted during the first consultation have already been considered and should not be resubmitted. Representations on the second draft SPD should be received no later than the end date, above, and may be submitted by email (preferred) or by post. Inspection of consultation documents at our offices is not possible due to current national lockdown restrictions.

The need to provide this SPD was agreed at the examination of the Craven local plan and paragraph 6.20 of the plan's supporting text to Policy H2: Affordable housing confirms our commitment to its publication. The delivery of affordable homes for local people is an important council objective and an SPD which assists applicants in preparing and submitting policy compliant planning applications for affordable housing will contribute to this objective.
We are aware that the government is currently consulting on a fundamental reform of the planning system and some changes to the NPPF that will affect the delivery of affordable homes as well as many other matters. This does not obviate the need for us to seek to approve this draft SPD following a public consultation.
