Infrastructure funding statement

The infrastructure funding statement (IFS) provides information on developer contributions, which are used to provide infrastructure to support development and mitigate its impacts.

Developer contributions is a collective term used to refer to planning obligations (commonly referred to as Section 106 or S106 agreements after Section 106 of the Planning Act), which are used to secure financial and non-financial contributions, and the community infrastructure levy (CIL).

The infrastructure funding statement includes information on the contributions required and received, and how financial payments have been used.

We produce an infrastructure funding statement towards the end of each calendar year to report on the previous financial year.

The  North Yorkshire infrastructure funding statement 2023-2024 (pdf / 428 KB) was approved by Executive on 18 March 2025.

The infrastructure funding statement is an annual report which provides a summary of all developer contributions relating to Section 106 agreements (S106) and the community infrastructure levy for a given financial year. Since North Yorkshire Council formed the data has been complied into a single document and split into the former districts of Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Selby and Scarborough.
