Making a building control application

If the work you intend to carry out requires building regulations approval there are two options available to you - full plans or building notice.

We do have the ability to adjust our fees to represent the complexity and risks involved within each individual project, please contact us should you require a copy of our current fees and regulations schedule. We will be happy to provide you with a quote for your proposed works.

Making a building control application

You can apply by using one of the following methods:

Full plans submission

A full plans submission should contain:

  • completed building control application form 
  • a set of detailed constructional drawings to a recognised scale
  • site location plan
  • structural calculations, where applicable

Upon receipt, the area building control surveyor will check your application.

Once your application is valid it will be processed as quickly as possible. This may take up to five weeks (or two months by agreement) as set out in the Building Act 1984.

Building notice submission

This is a simpler approach particularly suitable for smaller projects such as bathroom installations and minor structural alterations, however, no formal approval is given on a building notice therefore you do not have the same protection afforded by approval of detailed building plans as you would have under the full plans procedure.

A building notice can be only used for domestic work. You may commence work 48 hours after depositing a valid building notice.

A building notice submission should contain:

  • completed building control application form 
  • site location plan

Regularisation submission

This option is when you have completed work without applying for building regulations.

A regularisation submission should contain:

  • completed building control application form
  • site location plan
  • plans detailing the works which have been carried out

The works will be inspected and we will let you know if anything needs to be done for a regularisation certificate to be issued.

Some parts may need to be opened up for inspection and we will advise you. We will try to keep this to a minimum.

How to submit your application

You can submit your application:

  1. Online by completing the building regulation form on the Planning Portal. Once you have registered your details on the site, you can complete your application form, upload supporting documents and pay fees online. Please note the Planning Portal have introduced a service charge to use their online form.
  2. By completing one of our application forms listed below. Editable forms can be emailed directly back to us with your documents to buildingcontrol.cra@northyorks.gov.uk. Alternatively download the printable version. The fee will be requested either by phone or email.

Fee information

The building (LA charges) regulations 2010 - operative 1 April 2025

For works that don’t fit into one category / multiple works, email details of the project to get the most cost effective quote.

  1. Before you build, extend or convert your property you or your agent must advise your local authority either by submitting a full plans for approval or a building notice.
  2. With a full plans submission the charge will either be paid in full on deposit, attracting a 5% discount, or be split between a plan charge on deposit and an inspection charge which is invoiced upon commencement of works, as indicated on the relevant charge table.
  3. With a building notice submission the full charge is payable on deposit.
  4. In respect of regularisation submissions for unauthorised works, commenced on or after 11 November 1985, a charge is payable on submission. The charge is equivalent to the building notice charge (exc vat) plus 50%.
  5. Payment is accepted by credit and debit cards, please call 0300 131 2 131. Cheques should be made payable to North Yorkshire Council.
  6. An administration charge of £59 plus vat (£70.80) will be made for applications that are withdrawn or returned.
  7. An archive fee of £141.62 is payable if it has been 5 years or more since the last inspection and further visits are required before the completion certificate can be issued.
  8. Schedule 1 - charges for small domestic buildings eg new dwelling houses and flats. Where the total internal floor area of each dwelling, excluding any garage or carport exceeds 300m squared and the building has more than three storeys, each basement level being counted as one storey, the charge shall be calculated on an individual project basis upon receipt of the drawings.
  9. Schedule 2 - where work comprises of single or two or more storey extension/s, domestic garages, garage conversions, loft conversions, barn conversions to residential, re-roofing, replacement windows, alternative energy sources and electrical installations.
  10. Schedule 3 - applicable to all other building work not covered by schedules 1 or 2. Total estimated cost means an estimate accepted by the local authority of a reasonable cost that would be charged by a person in business to carry out the work shown or described in the application excluding vat. In cases where the local authority consider an estimate to be unreasonable, or where no estimate or charge is supplied, the partnership is authorised to treat the plans as if they had not been deposited.
  11. The charges have been calculated on a set number of inspections being undertaken (except for enforcement). Should there be a need for additional inspections the local authority may recover the additional costs. Prior notification will be given in such cases.
  12. Electrical installations - if using an electrical installer who is a member of the self-certification ‘competent persons scheme’ no application is required to the local authority. Notification of compliance will be given to the local authority by the scheme provider once the work has been registered by the installer.
  13. Electrical installations (work involving electrics only - schedule 2) - if using a registered electrician who can sign a bs7671 certificate you will need to submit a building regulations application to the local authority who will inspect the work at first fix stage.
  14. Electrical installations - if using a registered electrician who can sign a bs7671 certificate and the work forms part of a building regulations application eg an extension, no additional charge for the electrical element is required.
  15. Electrical installations - if the person carrying out electrical works is neither a member of the self-certification ‘competent person scheme’ or a registered electrician then a building regulations application will be required - schedule 2.
  16. Where plans have been rejected no further plan charge is payable on resubmission for the same work.
  17. Where plans for an identical scheme have previously been approved a discount on the plan charge will be applied.
  18. Work to provide access and/or facilities for disabled people to existing dwellings and public buildings are exempt from charges. Disabled person in this context means a person who is within any of the descriptions of persons to whom section 29 of the national assistance act, 1948 applies.
