Strategic environmental assessment and sustainability appraisal is a mechanism for considering and communicating the likely effects of a draft plan, and alternatives, in terms of sustainability issues, with a view to avoiding and mitigating adverse effects and maximising the positives.
The aim is to ensure that the plan contributes to the achievement of sustainable development.
SA must be undertaken in accordance with specific procedural requirements, as established by the Environmental Assessment of Plans and Programmes (‘SEA’) Regulations 2004. Two key procedural requirements of the SEA Regulations are:
- When deciding on the scope and level of detail of the information which must be included within the key output report - namely the report published for consultation alongside the draft plan - there is a consultation with certain nationally designated authorities, namely the Environment Agency, Historic England and Natural England and
- A report (the ‘SA Report’) is published for consultation alongside the draft plan (for instance, the draft Local Plan Review) that ‘identifies, describes and evaluates’ the likely significant effects of implementing ‘the plan [for instance, the Local Plan Review], and reasonable alternatives’.

The sustainability appraisal considers and communicates the likely significant effects of the Selby district local plan (publication version) 2022, and the reasonable alternatives considered during the plan-making process, in terms of key sustainability issues.
The aim of sustainability appraisal is to inform and influence the plan-making process with a view to avoiding or mitigating negative effects and maximising positive effects. Through this approach, the sustainability appraisal seeks to maximise the emerging local plan contribution to sustainable development.

The objective of this habitats regulation assessment is to identify any aspects of the Selby district local plan (publication version) 2022 that would cause Likely Significant Effects (LSEs) and adverse effects on the integrity of sites designated for their international nature conservation interest, otherwise known as European sites (Special Areas of Conservation (SACs), Special Protection Areas (SPAs), candidate Special Areas of Conservation (cSACs), potential Special Protection Areas (pSPAs) and, as a matter of Government policy, Ramsar sites, either alone or in combination with other plans and projects.

New Selby District Local Plan: The SA of the Preferred Options Local Plan Document (January 2021)
This document is an Interim Sustainability Appraisal Report (SA Report) that accompanies the Preferred Options Local Plan, January 2021. The Draft Local Plan at this stage is a consultation document prepared by us and it represents a consultation on a preferred strategy and accompanying policies.
A crucial element of the Plan review process is to establish a suitable strategy for development growth and distribution. The draft Local Plan also puts forward a range of site allocations that support the strategy, and a series of policies to help guide development.
The Plan must undergo a Sustainability Appraisal incorporating a Strategic Environmental Assessment that considers the environmental, social and economic consequences of the plan (in light of reasonable alternatives).
This Interim SA Report assesses and presents findings in relation to the following elements:
- spatial strategy options
- site assessments
- draft policies (preferred approaches)

This SA scoping report presents a suggested scope for the SA so that the designated authorities can provide timely comments. This report was also published for consultation more widely between January and March 2020.
Scoping essentially involves identifying a ‘framework’ of sustainability issues and objectives that should be a focus of, and provide a methodological framework for, the appraisal of the emerging plan (and reasonable alternatives).
