We have reached another early milestone in the preparation of the new local plan for North Yorkshire with the start of the process known as the call for sites. This stage is an opportunity for land owners, site promoters, developers or other interested parties to put sites forward for consideration in the new local plan to meet the future needs of the area.
Sites can be put forward for any use or designation and this can include, but is not limited to, housing, employment and commercial development, retail and leisure, renewable energy generation and biodiversity or other environmental enhancement schemes.
We are now able to share some of the information we have received from landowners and promoters.

We will not be accepting comments at this stage. A comprehensive consultation will take place later in the process that will seek the views of the community on all sites, after work has been completed to give a greater direction as to whether sites are likely to be either recommended for allocation or dismissed.

Frequently asked questions
The boundaries shown are incorrect or cross into my land. What can I do about this?
The sites have all been drawn by site promoters and it may be that there are some inaccuracies. If sites were to progress to allocation, the exact site boundaries would be established.
Why are there several or overlapping sites at one location?
Some parcels of land have been submitted to us by more than one promoter. This will not affect any assessment of the site.
How can I see if there are any new submissions?
We intend to update the map at least every six months to make it clear that any newly submitted sites have been added or any withdrawn sites have been removed.
Are the proposed uses for the sites shown on the map fixed?
No. The uses are those that have been suggested by the site submitter and not by the council. All sites will be assessed and decisions on which sites may be allocated and their potential uses may change through the process.
Can I provide comments on these sites at this time?
No. The sites are shown for notification purposes only. These have not been assessed by the council and no decisions have been made on any of the sites at this stage. We will consult on the sites at a later stage when there is a greater degree of certainly on which sites may be allocated and those that are likely to be dismissed.
What are the next steps?
The next steps in terms of the local plan will be the consultation on the Issues and Options Document. If you want to be notified when this is released and comment on it, please register your details as shown above.
The subsequent stage of consultation will be on a draft local plan and this will include further details on the sites submitted and which ones, following a full assessment, are proposed for allocation or for dismissal at that stage. There will be an opportunity to provide formal comments at this stage.

We will log your site and start work on the process of assessing it. If we need any clarification on any matters or the submission of further information we will be in touch.
For residents or other interested parties
The call for sites process is separate to the planning application process, the submission of a site for consideration does not necessarily mean that the site will be taken forward. It is often the case that more sites will be submitted at this stage than are needed to meet the future needs of the area.
These will be sites that are put forward for consideration through the local plan and involves a lengthy process that will take several years to complete including an independent examination of the plan and all of the proposed sites by an appointed planning inspector. Our current aim is to seek adoption of the plan in late 2028.
When submitted, these sites will be carefully assessed by planning officers with advice taken from both internal and external specialists on a range of matters from flooding and heritage to impact on the local roads, schools and ecology.
You will have the opportunity to comment on these sites in due course. Once the initial assessment is completed we will seek comments from the wider community on the list of sites at a future local plan consultation stage. This will include both those that may be proposed to be allocated in the local plan and those that may not, which may be placed on a reserve list.
