About our service
North Yorkshire contains diverse housing markets, with varying housing needs and many challenges. We have our own housing stock of circa 8,500 homes that we are looking to improve and deliver excellent housing services alongside. Our Housing Revenue Account (HRA) Business Plan aims to deliver a minimum of 500 new homes over 5 years. We also put an improvement plan in place that will see us working towards meeting all consumer standards as set out by the Regulator for Social Housing. Alongside a range of policy, procedure and operational plan improvements, we are currently consulting on our Tenant Voice Strategy and are keen to get our tenants view on what a good service would look like. Putting our tenants at the heart of what we do is a key principle that is guiding us forward.
Our Housing Strategy demonstrates how we will use the new combined strength of the unitary authority and the advantage of being a stock holding council to unlock greater resources, access funding opportunities and accelerate housing growth and regeneration, ensuring that we deliver sustainably, and develop inclusive places. We are working closely with the York and North Yorkshire Housing Partnership on shared objectives which allows us to reach improved outcomes through collaboration. Delivering affordable housing sits at the heart of this work whilst addressing key challenges in our geography such as its rurality. Regarded as an innovator in our approach to rural delivery, we employ a team of Rural Housing Enablers, have developed a Rural Affordable Housing Model, and committed additional investment to our Community Housing Fund, all with a view to overcoming barriers to delivery and supporting a long term rural affordable housing pipeline.
We are ambitious, keen to deliver excellent housing services and to be an exemplar social landlord. We will lead by example, driving up standards across our council housing stock and taking enforcement action where we find landlords who are failing to meet safety requirements, ensuring decent and safe homes for all residents.

"Working at North Yorkshire Council has given me the opportunity to enhance my career after working for over 14 years a Scarborough Borough Council in Housing Strategy and Development. I started my new post of Housing Delivery Manager earlier this year, giving me a real exciting opportunity working across the whole breadth of North Yorkshire and being at the forefront of our ambitions to develop at least 500 new Council homes in the county over the next 5 years.
I have been given the opportunity to develop a range of diverse and exciting projects to help develop our ambitions, and work in new locations and new partners. I manage a small but very dedicated team whose role is to deliver the various housing projects. The type of projects that we deliver range from new build to acquisitions and conversions, and also major partnership projects. Most recently, our team was able to acquire new properties in Scarborough, making them the first new Council homes to be developed in Scarborough for over 20 years. A very proud achievement!"

Role summary:
This role will provide a unique opportunity to be at the forefront of delivering our bold ambitions and the role will form a key part of the team delivering an exciting development programme to grow our own Council housing stock. Reporting to one of the two Housing Delivery Managers, you will work on the delivery of these new homes through various mechanisms including direct delivery, acquisitions and through the Council’s companies and joint ventures.
You will lead on specific projects with the support of the Housing Delivery Manager and be responsible for delivering projects right through from inception to completion. You will also work alongside other team members in the delivery of these projects plus colleagues from supporting services such as Planning, Property, Legal and others. You will also lead on projects to deliver new housing for our internal partners such as Health and Adult Services and Children and Young Services to meet their housing needs.
What you will bring:
You will bring a passion for delivering high quality new housing, which will meet the needs of our communities. You will have significant experience of housing development and project management and leading and working with project teams. You will have experience in undertaking options appraisals and development and financial appraisals.
You will also have a good understanding of housing development finance and the wider funding regimes. Excellent communication and negotiation skills are a must, as you will be working with a wide range of partners and project teams, which will require collaborative working.

Role summary:
As a Rural Housing Enabler, you will oversee a portfolio of work, to include;
- support and enable the delivery of new affordable housing across our rural parishes by working with communities, parish councils, planning authorities, housing providers and funders, including Homes England
- negotiating with landowners, developers, and agents to bring forward Rural Exception Sites and secure affordable housing through the planning process
- prepare evidence bases, including undertaking parish housing needs surveys where needed, to support the delivery of affordable housing
- monitoring delivery outputs against targets
The role will have a particular focus on understanding the county’s rural housing needs and requirements and ensuring that these are address through the RHE delivery plan.
What you will bring:
You will be passionate about housing and delivering high quality services to our stakeholders, colleagues and partners. You will be a self-starter, able to work independently and as part of a team. You will have the drive to ensure continuous improvement across this area of the housing service, with an eye for innovation and efficiency. Role summary:
As our Policy and Strategy Officer (Service Improvement), you will support the Service Improvement Manager to ensure that a high level of service is delivered across all housing service areas, taking a lead on improvement projects and contributing to the delivery of the Housing Improvement Plan. You will work closely with the Policy and Performance Team in developing the Housing Revenue Account Policy Framework, ensuring that strategies, policies and procedures across our Landlord Services and Housing Standards functions are harmonised, fully compliant with standards, agreed through appropriate governance protocols and regularly reviewed. You will also work closely with the Tenant Involvement Team, ensuring that service delivery and improvement is carried out in consultation with our tenants and their voice is heard in service development.
You will also have oversight of our service data, working with the Housing Asset Manager to ensure that relevant data and evidence bases are maintained to support and shape our housing delivery and service improvement priorities.
